This depends on your local council. Some councils allow occupation of a secondary dwelling before the primary dwelling is complete, while others do not.

In some cases, councils will require the main dwelling to be completed first.

In rural or regional zones, temporary occupation may be allowed during construction.

Your approval pathway (CDC or DA) will determine what’s permitted.

We recommend discussing this during the Prelim to clarify what’s allowed on your site.
