Generally, no — secondary dwellings like granny flats are not eligible for subdivision under most residential zoning laws.
Subdivision may be possible under:
Large lot dual occupancy DA applications
Council-supported subdivision policies for corner lots or rural zones
Formal rezoning or land title adjustment (complex and not CDC-eligible)
